Everyone has their own styles
I like to think they did this on purpose and that the window is some sort of artistic statement.
But I only think that because I was in Europe, If I had seen this in america I would have thought they were trailer park for not fixing the window.
Instead in Europe I thought it was art.

to me, it looks like they conciously chose where to place everything. that's why it seems more artistic.
but maybe i'm projecting.
